Let's talk about how the proposed Headley Override Milledge dollars would be spent. The two main uses are for essential staffing, which is about 72% of the funding, and facilities maintenance, which is about 28%. The current Headley Override Milledge supports an estimated 34 essential positions within the general fund. The city has already begun to streamline operations to reduce staff counts by five positions for FY '26. '20 '6 of the remaining positions are within police, fire, and public works.

The approved millage reset would allow for the city to maintain EMS response, detective services, emergency dispatching, storm readiness and cleanup, and much more. The second bucket of funding is facilities maintenance. Dedicating dollars to maintain and repair existing facilities will allow the city to address critical facility conditions over the next ten years, primarily at the public works yard and fire stations. No new buildings would be funded, simply the repair and upkeep of existing structures, which are desperately needed.
